Incentive scheme for BPO (preferably in west bengal)

Does any1 have BPO policy and it"s applicable subsidy for any new/existing set up. I am looking for incentive scheme in West Bengal. Have found one article in govt portal (West Bengal) which need further authentication or if any one more information in details.

https://meity.gov.in/ibps you can get all info here. However the subsidy is not for Kolkata.
